We updated 5 DNN setups from 3.1.0 -> 3.1.1 while each and every one went through hiccups. Except one in which the /Portals/_default/Logs/LogFailures.xml.resources file was 20mb in size. Once we deleted it, the upgrade went smooth. So be sure to check the log file size before you try. Especially in a shared environment. It's safe to delete.
